Implementasi Administrasi Terpadu di Daerah Perbatasan: Studi Kasus Kecamatan Merauke

Abstract

Abstrak

Penelitian ini bertujuan untuk mengetahui bagaimana pelayanan administrasi terpadu dilaksanakan di Distrik Merauke, Kabupaten Administratif Terpadu Merauke, Provinsi Papua Selatan. Metode yang digunakan adalah metode kualitatif dengan pendekatan deskriptif. Informan ditentukan dengan menggunakan teknik purposive sampling.  Hasil penelitian menunjukkan bahwa implementasi kebijakan administrasi terpadu di Kabupaten Merauke sudah terlaksana dengan cukup baik. Terbukti masih terdapat 6 kriteria yang perlu dioptimalkan. Hal ini dapat dilihat dari (1) kriteria ukuran dan tujuan kebijakan sudah jelas namun perlu lebih diinformasikan, (2) kriteria sumber daya dari sisi SDM perlu peningkatan kedisiplinan dari segi sumber daya fasilitas, perlu adanya papan informasi di front office, (3) kriteria karakteristik agen pelaksana, (4) kriteria sikap atau watak (disposisi) para implementor yang menunjukkan sikap yang ramah, sopan dan baik namun terkadang masih ada yang terlambat, (5) kriteria komunikasi antar organisasi dan aktivitas pelaksana yang menunjukkan sikap yang kurang baik, ramah, sopan dan sikap yang baik namun terkadang masih ada yang terlambat, (5) kriteria komunikasi antar organisasi dan aktivitas pelaksana bahwa komunikasi antar organisasi berjalan dengan lancar dan kondusif karena mengacu pada standar pelayanan yang telah ditentukan dan (6) kriteria lingkungan ekonomi, sosial dan politik sangat mendukung. Secara ekonomi tidak membebani masyarakat bahkan karena adanya keterbukaan dalam pelayanan dan secara sosial masyarakat merasa dipermudah dengan adanya kebijakan administrasi terpadu di Kabupaten Merauke. Atas dasar tersebut, maka perlu adanya optimalisasi sumber daya, baik sumber daya manusia seperti peningkatan disiplin dan kapabilitas, baik teknis maupun fungsional, dan sumber daya pendukung seperti papan informasi.
